The ETIAS Fundamental Rights Guidance Board (the “Guidance Board”) was established by the Regulation (EU) 2018/1240.

The mandate
In brief, the mandate of the Guidance Board is to:
- perform regular appraisals,
- issue recommendations to the ETIAS Screening Board,
- support the ETIAS Screening Board in the execution of its tasks.
The focus of the consultations is the impact on fundamental rights of the processing of applications, but the Screening Board may also seek the Guidance Board members’ opinion on ETIAS screening rules and risk indicators, in particular with regard to privacy, personal data protection and non-discrimination (Article 33).

Board members
In accordance with Article 10(1) of
Regulation (EU) 2018/1240, the Guidance Board is composed of the following
members:
- the Fundamental Rights Officer of the European Border and Coast Guard Agency (the “agency”),
- a representative of the Consultative Forum on Fundamental Rights of the agency,
- a representative of the European Data Protection Supervisor,
- a representative of the European Data Protection Board, and
- a representative of the European Union Agency for Fundamental Rights.
Each member can have up to two alternate representatives.

The Chairperson of the Guidance Board is Sebastian Hümmeler, Deputy Chairperson – Jonas Grimheden. Both were selected by the members of the Guidance Board on 14 November 2022 for the term of two years with possible re-election.
